Matt Busby (Apache Junction) - Chair
Mr. Busby currently serves as the Assistant City Manager
for the City of Apache Junction, Arizona. He has been with the city for almost 10 years. In this
role he oversees the day-to-day operations of the city, including oversight of the annual budget
process and the finance department. Prior to working for the city, he was a staff member of the
Arizona State Legislature’s Joint Legislative Budget Committee. He has a Bachelor’s degree in Public
Health from Brigham Young University and a Masters of Public Administration from the University of
Arizona. Mr. Busby was born and raised in Tucson, Arizona and is a 5th generation Arizonan. He
currently resides in Apache Junction with his wife and two children.
Todd Pryor (Superior) - Vice-Chair
Mr. Pryor currently serves as the Town Manager for the
Town of Superior since January 2016. As the Town Manager, Mr. Pryor is accountable for overseeing
day-to-day operations of the town; including planning, prioritizing, budgeting and problem solving.
Prior to holding this position, Mr. Pryor held the position of Fire Operations Chief for the
Superior Fire Department.
Brenda Hasler (Maricopa)
Ms. Hasler serves as the Financial Manager for the City
of Maricopa, Arizona and is a Certified Public Accountant. Prior to this position, she was Senior
Accountant for the City of Chandler for 5 1/2 years. She has 15 years of audit experience with the
Arizona Office of the Auditor General. Attended Southern Oregon State College where she earned a
Bachelor's degree in Business Administration, Accounting and a Bachelor’s degree in Communications,
Angele Ozoemelam (Casa Grande)
Ms. Ozoemelam serves as
the Finance Director for the City of Casa Grande. Prior to this assignment
she served as the Financial Services Manager for the City of Maricopa. Ms. Ozoemelam also serves as
a Budget Reviewer for the Government Finance Officers Association (GFOA). Ms. Ozoemelam is a
Certified Public Accountant (CPA) and holds a Bachelor’s Degree in Accounting with Latin honors and
a Master’s Degree in Business Administration. She has over 30 years of budgeting, auditing and
accounting experience and has held executive level positions in government and higher
Carl Dudding (Florence)
Mr. Dudding serves as the Deputy Finance Director for the
Town of Florence, Arizona. Prior to this position, he was the Senior Accountant for the City of Globe.
Before entering the Public Sector, he spent 15 years in Finance and Accounting in the Private Sector.
Mr. Dudding was born and raised in Chandler, Arizona, and is a 3rd generation Arizonan. He has a
Bachelor's degree in Finance from Arizona State University.
