About Judge Delia R. Neal ..........................................................................................… Judge Delia Neal has served as a Judicial Officer in Pinal County since 2007 when she began working as a Special Master conducting Initial Appearances at the jail. Judge Neal also served as a pro-tem judge in various Justice and Municipal Courts in Pinal and Maricopa County until her appointment as a full-time Superior Court Commissioner in July 2012. Judge Neal worked on the criminal and family court rotations until 2016 when Governor Doug Ducey appointed her to serve as a Divisional Judge. Her current assignment is in the Criminal Division
Judge Neal presided over the Veterans’ Court and Drug Court programs and participated in several HOHP Veterans Stand-downs assisting Veterans with resolving pending cases.
Prior to serving as a judicial officer, Judge Neal worked as a Deputy County Attorney for Maricopa County Attorney’s Office from 1997 – 2001, an Assistant City Prosecutor with the City of Scottsdale from 2001 – 2006, and a Deputy County Attorney with Pinal County Attorney’s Office in 2006. She operated a solo practice from 2006 until 2007 when she began working for Pinal County as a Special Master.
Judge Neal received her B.S. in Organizational Communication from Eastern Michigan University and her J.D. from the University of Wyoming. She has resided in Arizona since 1996 when she relocated here from Wyoming.
Judge Neal is currently serving on the Arizona Commission on Judicial Conduct for a 6-year term. She was President of the Arizona Judges Association for the 2019-2020 year and served on the AJA board as Pinal County representative, Treasurer, Secretary and Vice-President for the four years prior to that.
Currently, Judge Neal serves as the Pinal County Superior Court Chief Pre-Trial Judge and is on the Technology Governance Board. Judge Neal is engaged with several in-house workgroups dedicated to improving access to justice and refining Pinal County Superior Court operations.
